Parish in Butanda sub county, Kabale district was killed by Rwandan
forces patrolling the border after he was arrested for illegally sneaking waragi and Movit cosmetics into Rwanda.
Kabagambe had already sneaked into Rwanda by half kilometer through a
porous border point.
Darius Nandinda, the Kabale Resident District Commissioner while speaking to our reporter on Wednesday at Kabale Rukiiko Hall, said the body will be returned to Uganda on Saturday.
âThe body of our colleague, who was killed in Rwanda, will be returned on Saturday. The Ministry of Foreign Affairs is handling the matter,â Nandinda said.
Rwandan authorities in Burere district accuse the deceased of attempting to fight soldiers who had appeared to arrest him.
For the times Rwandan soldiers kill Ugandans in Rwanda, they accuse
Ugandans of attempting to fight them with machetes and spears, as they
attempt to arrest them. However, no one can to confirm their allegations.
The deceased is one Rumanzi Blair, a resident of Hamumba cell, Bugarama parish in Kaharo sub county Kabale district who was allegedly murdered by his younger brother Atukwase Tyson of the same address.
Itâs alleged that on Monday at around midnight, the two who both stay in their fatherâs house developed a quarrel, when the deceased came demanding his Shs5, 00p from the suspect , with intention to cut him.
Instead, the suspect(Atukwase) overpowered him, took the panga and strangled him dead by the neck.
Elly Maate,the Kigezi regional police spokesperson confirmed the development.
âPolice of Kaharo was notified, visited the scene and this morning, arrested the suspect from his hide out in Bukinda, â Maate said.
This case has been registered at Kabale police under file number CRB 729/2021.

âWe spend sleepless nights delivering medicines but down there people think we are useless; they say they cannot even see panadol yet we have evidence of our deliveries that are signed by the health facility in-charge and the district health officer,â Kamabare said.
He said their delivery system involves a triplicate delivery note which the district health officer and the health centre in-charge sign and retain. Kamabare called on MPs to inquire into the loss of medicines after they are delivered to health facilities.
Kamabare added that although NMS at times supplies quantities below the demands of the population due to budgetary constraints, there is need to account for the few quantities.
âWe are asking that if we have supplied 55 mama kits, can that person who received them account for them and tell you the mothers that received them?â asked Kamabare.
Citing Parliamentâs oversight mandate, he asked legislators to use their networks and monitor the delivery and utilisation of government medicines and supplies. âCan you pick three of those mothers who received the mama kits and ask them whether they received them? What we are asking for is that let the little we give out be accounted for,â Kamabare said.
His plea came during a tour the new NMS warehouse in Kajjansi by the Members of Parliament on the Health Committee on Monday 24 August 2021.
Legislators committed to unearth the possible loopholes within the supply chain.
The Chairperson of the Committee, Dr Charles Ayume urged members to keep a watch over NMS delivery schedules and reports from patients, saying the root cause of theft should be discovered.
âLet us not sit back and listen to the usual rhetoric of the population; it could be an allegation, it could be true. It is in our mandate to go to the health facilities to ask them the necessary questions,â Ayume said adding that, âthere are particular indicators you can use to see whether drugs were deliveredâ.
Ayume applauded NMS on their online ordering system dubbed, NMS Plus which allows health facilities to order for medicines online.

He also promised to ignore impulsive lawmakers standing just to talk for the sake of talking and be seen by their electorates but not adding value to the debate.
âYou will not speak if you have not done the research; it must be evident. The era of gambling with speeches is over. Letâs do research; the era of throwing figures and statistics whose sources are not known is over. We want when people read the Hansard it is read as a document that can be quoted by researchers,â Oulanyah added.
âLetâs work, the society is watching and watching keenly what we are going to do. They are waiting.â
This is not the first time Oulanyah is emphasizing the point of having a cream of Members of Parliament that will put up a standard debate.
In the 10th Parliament, several MPs including Oulanyah who was a Deputy Speaker then came out and expressed their disappointment alluding that the nature of debates put up by some of their colleagues were too low as compared to the standards of the August House.
According to the Bufumbira East lawmaker also the former State Minister of Ethics Dr. James Nsaba Buturo, the quality of debate that was in the 10th Parliament was too disappointing because âsome of the legislators were unfit for legislative workâ.
Many studies have shown that many of the legislators in the past two Parliaments (9th and 10th) do not read extensively or research, before contributing to the debate in parliament. As a result, discussions are based on hearsay and are often less factual.
One of the surveys conducted in the last Parliament showed that out of a total of 459 members of Parliament, only 78 members scored above the 75 percent mark, which is considered excellent while 133 members scored between 50 and 74 percent which is considered good. However, the majority scored fairly and poorly with a performance below 49 percent and 25 percent respectively.
The leader of Opposition Mathias Mpuuga also confirms that the 10th Parliament had a lot of young people which heralded a sense of hope and carried a lot of expectations. However, he asserts that the young parliamentarians ended up being naïve and gullible and if Oulanyah does not put pressure on the quality of debates, the 11th Parliament might be the worst Parliament Uganda has ever had.
According to David Pulkol, the Executive Director of Africa Leadership Institute that compiles the report that tracks the performance of MPs, most members come to the House not knowing what to do.
âIf he starts emphasizing ethical and high-quality debates, it will give MPs a challenge and they will embark on the required rules of the game. The 11th Parliament has many questions on its performance therefore it will require a strong and tough speaker who will whip MPs back to the original debates of quality.â
The former Speaker of Parliament Rebecca Kadaga also one time complained before President Yoweri Museveni about the quality of MPs especially those from the ruling party-NRM.
Oulanyahâs call comes just days after former Senior Presidential Press Secretary Joseph Tamale Mirundi claimed that majority of the MPs are too dumb and cannot speak on the floor of Parliament.
âThat is why we have ministers and MPs who cannot explain a matter on the floor of Parliament. NRM has many MPs who did not make their maiden speeches in five years because they donât know. In future, we shall need a Parliament that shall analyze all the laws which these past parliaments have passed because when it comes to debating itâs only MPs on the opposition who are very articulate. Although NRM has a two-thirds majority, most of them cannot stand and talk. They are just peasants who can only say âyesâ, â he said.

That said, Odonga is entitled to free speech and expression of his feelings, however, his profane accusation of a dead person, who can not defend himself, is abhorrent and can not go unchallenged.
General Lokech is no doubt, a hard working individual who grew up the rank by expression of courage in the battle field and humility in service.
From the description of his teacher,who happened to be my father,he was a descent boy then,and a descent,but more carefully worded man when he met him later as deputy IGP. Most of his contemporaries,describe him to have no time for injustice ,corruption, mediocrity and dishonesty.
Having taken on the role of IGP, his job description was clear;to preside those who managed law and order on a daily basis.He would then do this without masking the above attributes.
If law and order is to be managed with equity,and every member of the society is to live in tranquility, criminals will be rubbed the wrong way.
Gen Paul Lokech did not only envision that criminals should to be handled with a firm grip but, being a son of the soil,he had also noticed that there are some politicians,even in his own area who were living a life above the law and trampling on the people they led, with impunity.
In his legacy,in my opinion,Gen Lokech was trying to pacify his own region from these actions
Hon Odonga was such,an alleged criminal,who had used politics, for longtime to practice life above the law. He was alleged to have,among other crimes, intentionally knocked a packed vehicle of a business man,at another occasion, assaulted a journalist and walked away with it. All these cases were lying cold in the police stations.
Itâs common knowledge that when you have a cold case in the police and you continue to commit others, all your cases can resurrect and can be revisited within the law. The notion that Odonga had allegedly committed one case early in his life,does not make the case obsolete.After all, he had been told by the fearful police officers at that time to settle with the victim out of police, but as belligerent as he always was,just ignored this poor journalist with impunity.
Lokech being a man of action and trying to pacify his own region from these impunity of the local politicians was trying to create order and show these small gods that being a politician was not a green card to trample on your subordinates and go away with it.
The reason why Odonga would describe a prolonged odyssey in his otherwise simple alleged criminal cases, is because he was not a good citizen. Good citizens do not hide in the bushes, evading the law, they face it, head on.Law enforcement all around the world react with different precision, if an alleged criminal do the following;evade arrest,wasting police time,verbally or physically attack law enforcement officers, fails to take orders of law enforcement officers or kill a law enforcement officer on duty.When you do the above, you will be treated as a special suspect with caution and precision.All eyes will be on you.This is the practice you have seen every where around the world.So Odonga Otto should know this.
It still surprises me that Hon Odonga, who is a legislator describes his evasion from the law with pride.No one will wonder why he would be treated the way he was,because he contemplated and premeditated his evasion of the law with intent to either humiliate law enforcement officers or the law.
Fortunately he does not assert that the law enforcement agencies physically tortured him,he even narrates how kind they were to him all along his trips,yet he contradicts himself by saying that these orders came from the Deputy IGP.
Hon Odonga must know that his case was not the only case that that Gen Lokech handled with a firm hand.
I have been told of how the RDC of Lamwo, was hunted by these alleged Lokechâs people like a chicken thief, for almost two months. His escorts arrested and would only settle when he reported to the authorities and solved the problem at hand.I was even told he Lokech had tough exchanges with the Hon Hillary not to shield the RDC from arrest.
This astute actions, were good in my opinion, in providing coup de grace to the political leaders who were raiding life like they were demi gods.
That aside, his actions all around the country was evident, with a process by process approach to criminals else where in the country side, while concomitantly engaging the public with regular and meticulous press conferences.In Kampala,for example,the confidence levels of the public,towards the police had improved.
Hon Odonga,should not make his case sound unique and play victim. He is himself, was a person who had used his office of MP to plunge impunity on those below him.There are even recorded messages of some of his own aids, complaining about his own mistreatments.Therefore,even if the General errored in his short but result oriented reign,in the the process of handling his tasks,every one has their own skeletons in the closet.
Lastly,If Odonga,really believes that the law enforcement officers handled him out of the confines of the law,under the instruction of Gen Lokech,why didnât he take them to court.He is himself a lawyer,as I hear.
For now let him give us time to mourn the good General,as I implore the elders to carefully look at his outbursts.In my opinion it borders sacrilege and may need traditional interpretation and intervention, according to the Acholi culture.

She told mourners at Gen Lokechâs home in Kira that the late played a big role to ensure that she returns to the 11th parliament and as a way of showing her appreciation, she is going to ensure that Komakech wins the Aruu County by-election.
âWhenever I would see someone who was not compliant I would call General Lokech.Most of the votes I got in elections, I got them through Gen. Lokech,â Among said.
âWe also thank God that when Gen Lokech was still alive he gave us our young brother, Komakech. I want to assure the family that we will do whatever it takes to have Komakech back in Parliament, that is the only way we can pay this family.Gen Lokech has been a very good friend of mine to an extent that even a night before he passed on, I talked to him around midnight.â
Gen Lokech died on Saturday morning at his home in Kira just a day after the Gulu High Court Judge, Justice Tadeo Asiimwe threw his son Komakech out of Parliament because he addressed his resignation letter to the wrong person.
Komakech won the Aruu County seat in the 2021 general election beating Odonga Otto who did not accept the defeat. And through his lawyer Dalton Charles Opwonya from Opwonya & Co. Advocates, he filed an election petition against Komakech saying that he did not officially resign from his civil service job before joining Parliament.
In the ruling the Court found out that Komakech did not address his resignation letter to the Permanent Secretary Ministry of Health as required by the Public Service Standing Order, he instead addressed his resignation to the office of the Executive Director Butabika Hospital. This led to a call for the by-election.

This has started with collective action through a debate tournament to gather ideas from participants aged above 18, who may be perpetrators or witnesses of violence against children, on how to end all forms of violence so that all children are safe at home, safe within their communities, safe in and around schools, safe online, and safe within their places of worship.In recognition of the âIt Takes A World (ITAW)â campaign to end violence against children, the World Vision in partnership with the Global Platforms of ActionAid International Uganda, The Uganda Dialogue Arena (UDA) and Debate Institute Africa organized the inaugural National Inter University Debates under the theme, âHarnessing the potential of the studentsâ movement to eliminate Violence against Children.â
The virtual advocacy tournament involved 88 debaters, 44 teams, 22 universities and over 281 participants and run from 18th to 20th August 2021.From the 22 universities and 44 teams, only 4 universities and 4 teams made it to the finals of the #ITAWDebates 2019.
The 4 finalist Universities were, in there order of grand finale performance, Makerere University (Winners: Angelo Sewanonda and Fortunate Okello), Mbarara University of Science and Technology (1st Runners up: Mutungisa Edgar and Semusu Moses), Kampala International University Western Campus (2nd Runners Up: Senkaaba Tendo John and Nabukeera Caroline Gift) and Islamic University In Uganda Female Campus (Finalists: Atwiine Sabrina and Nasaazi Nusfah). The overall best speaker of the tournament was Mutungisa Edgar from Mbarara University of science and Technology.
âThe debates have been part of the bold expression of the campaign to promote human transformation, seek justice, uphold rights of the children to be protected and bear witness to the kingdom of God,â Mubangizi Prosper, Policy and campaigns specialist at the World Vision Uganda.
The debate tournament was part of the broader campaign to End Child Marriage (ECM), End Child Sacrifice (ECS) and End Violence against Children in Schools (EVACiS).
âThe participants in this tournament should from now on use their social media power and ignite change by owning the campaign to advocate for positive social and behavioral practices to end violence against children.â Irene Kagoya, Associate Director Advocacy, World Vision Uganda.
The CEO Uganda Dialogue Arena, Mr. Fredrick Musiimenta said that UDA has been organizing debates, workshops, Career Guidance and seminars in several institutions of learning since 2012 under different themes which are all aimed at the involvement of young people in matters that affect their societies. The ITAW Debates, he said, had been the first tournament on ending violence against children. He argued that failure to protect and provide for children is simply an accident in waiting as they will find solace in the industry of crime.
Mr Primus B. Atukwatse, the Manager Global Platforms of Action Aid International Uganda revealed that the organization would continue to support initiatives that use debate, creative among others to end violence against children and creating an equitable society.
âViolence devastates the lives of children and their communities and results into a chain of long life consequences. It affects the childâs mental health and productivity, inhibits ability to learn and thrive. As participants in this Tournament, we must desist from acts that perpetrate violence against children and usher the generation after us into a violence free world,â Kansiime Onesmus Tournament Director.
Young people are dynamic, more informed and have all the platforms like social media at their disposal to contribute to efforts aimed at ending violence against children. Debates are a platform not only for information dissemination but capacity building of the next generation of leaders, policy makers, legislators, policy implementer, parents and citizens.
These debates provided a platform to mobilize a critical set of the population that can champion the fight to end violence against children. The campaign aims to âignite movements for, with and by childrenâ and these movements target more than policy change but quantitative and qualitative change in norms, behaviors and practices. The student movement, with its debates, artivist capacity, social organization, dynamism and social media prowess, can be a critical asset in this change.
The Uganda Dialogue Arena (UDA) has consistently engaged several partners annually to hold such kinds of intellectual discourse among University students and Secondary schools. Bishop Stuart University (BSU) hosted 5th Edition of the UDA INTER UNIVERSITY POETRY, SKILLS EXPO AND DEBATE CHAMPIONSHIP in 2019 where Cavendish University Uganda defeated other 32 competing universities to be crowned champions. Areas of focus are Climate change, youth participation in governance among others.

Wangadya is the former Deputy Inspector General of Government.
Besides Wangadya, Museveni appointed former Ethics and Integrity Minister, Fr Simon Lokodo, and former Citizensâ Coalition for Electoral Democracy in Uganda (CCEDU) coordinator, Crispin Kaheeru, to the commission.
Others are Democratic Party member, Shifra Lukwago; and former Sheema district Woman Member of Parliament, Jacklet Atuhaire.

During one of her dairy sessions Angel told Big Brother that her crush in the house is Cross.
Maria who was the head of house during that week complained to big brother about Angel not having bounderies when sheâs around boys that are apparently having relationships in the house. When big brother asked her why she blames Angel and not the men Fly girl responded that â boys will always be boys â which big brother responded that since Boys will be Boys â" Angel will be Angel.
In the same week ( week 4 ) Angel being Angel got involved in a heated romance with the American actor / model who was the deputy head of house and she seemed to really have been having a good time late in the night when the lights are off.
However when she was having a one on one conversation with fellow housemate JMK on Tuesday after the Dano milk task Angel said Boma is the worst kisser in the house which turns her off and that she wanted him off her bed .
Does Angel seriously get bored with men in house that easily? So far 2 men down, Letâs wait and see who her next victim will be.

experience.
These wrangles escalated and risked our marriage to a level that I was almost giving up
in life. It was not good anyway.
To save our marriage, I kept convincing my wife to ignore naysayers who didnât like
seeing us together. I kept telling her to ignore the people who never added any value to
our marriage but she was not getting convinced. She would even at some point stay for
three days without talking to me despite living under one roof.
Life took a nose dive. Divorcing her was however not the best solution as truly I loved
her but her behavior was unbecoming. She didnât want to understand that I was trying
my best to put food on the table; she only wanted good life of cars.
